To achieve the goals, a toolkit of 79 measures within the framework of municipal energy and climate policy has been developed that are grouped into six areas of activities: Development and spatial planning; Municipal buildings and facilities; Supply and disposal; Mobility; Internal organization; Communication and cooperation. Each city forms its own working group, which is consulted by a certified external EEA expert. The evaluation of results is carried out according to the system of quantitative and qualitative indicators.
The municipality can obtain an EEA Certificate if the quality parameters meet at least 50%, and compliance with more than 75% is marked with a Golden Certificate. In addition, the EEA participating municipality is obliged to continuously improve the situation in these sectors in order to be able to go through the certification procedure every two years.
